Pearl Harbor is easier to plan when you separate the free National Park Service sites from the other paid historic attractions in the area. Start with the USS Arizona Memorial program if that is your priority, reserve the time you want, then decide how much else belongs in the same day.
Reservation rules checked October 23, 2026: the National Park Service currently lists USS Arizona Memorial reservations in two release windows—8 weeks ahead and 24 hours ahead, both at 3 p.m. Hawaiʻi Standard Time. The program itself is free, with a $1 nonrefundable Recreation.gov reservation fee per ticket.
What is free and what needs a reservation?
The Pearl Harbor Visitor Center, the National Park Service museums, grounds, and USS Arizona Memorial program are fee-free. You do not need a reservation simply to enter the visitor center or museums.
The USS Arizona Memorial program is capacity-limited because it uses U.S. Navy boats. The NPS strongly recommends a Recreation.gov reservation. Limited standby access may be available, but it is not guaranteed.
Other Pearl Harbor Historic Sites—such as the Battleship Missouri, Pacific Fleet Submarine Museum, and Pearl Harbor Aviation Museum—operate separately and may charge admission. Treat those as additional activities rather than assuming one USS Arizona reservation covers the whole complex.
How to reserve the USS Arizona Memorial
- Create or sign in to a Recreation.gov account before the release.
- Choose your date and departure time. The ticket time is the boat-program departure time, not the time to arrive at the parking lot.
- Include every person. Infants and small children count toward boat capacity and need to be included.
- Pay the $1 reservation fee per ticket. The memorial program itself remains free.
- Save the QR code. Keep it somewhere you can access easily on the day.
NPS currently releases reservations daily at 3 p.m. HST for dates 8 weeks ahead and again 24 hours ahead. Convert that time carefully from your home time zone. If your first-choice date sells out, the 24-hour release gives you another official chance.
Reservations are nontransferable. If you miss the program, you may be directed to the standby process, but a seat is not guaranteed. Build enough travel time into the morning that you are not racing the boat departure.
Arrive earlier than the ticket time
NPS recommends arriving about one hour before your scheduled USS Arizona Memorial program. Check in at the validation area before departure and use the restroom before boarding; there are no restrooms on the Navy boats or memorial.
The visitor center is open daily from 7 a.m. to 5 p.m., except Thanksgiving Day, December 25, and January 1. USS Arizona programs generally operate from 8 a.m. through a last departure around 3:30 p.m., weather and Navy operations permitting.
The bag policy can change how you arrive
Pearl Harbor has a strict security policy. Bags or containers that offer concealment are generally prohibited beyond a very small wallet/clutch size. Clear bags whose contents are visible are permitted under the current policy, and medical bags are handled separately through security screening.
A paid baggage-storage facility is operated near the visitor-center entrance. Review the current NPS bag policy before leaving your hotel, particularly if traveling with a camera bag, diaper bag, backpack, or luggage.
Strollers are allowed on the grounds but are not permitted on the Navy vessel or USS Arizona Memorial; they remain at the pre-boarding area. Families with small children may find a suitable carrier helpful.
Parking and getting there
NPS currently lists parking at $7 per day. If you are staying in Waikīkī, compare the complete cost and timing of driving with an appropriate shuttle or tour transfer. Our Oʻahu rental car guide can help decide whether Pearl Harbor is one of the days that actually needs a vehicle.
If you drive, add parking-payment time and the walk through security before the one-hour arrival target. Do not leave valuables visible in the vehicle.
How long should you spend?
The USS Arizona program itself is roughly 45 minutes, but that is not the whole visit. Allow time for check-in, the two NPS museums, waterfront exhibits, and the optional park film. For many first-time visitors, a half day at the NPS site is comfortable.
If you add the Battleship Missouri, aviation museum, or submarine museum, expect a much longer day. Choose what your group actually wants to absorb rather than buying every ticket simply because the sites share the Pearl Harbor name.
| Plan | Good fit for |
|---|---|
| USS Arizona + NPS museums | A focused first visit and a lighter afternoon |
| NPS site + one paid historic attraction | Travelers wanting more WWII history without filling every hour |
| Multiple paid attractions | Dedicated history day with an early start and substantial walking/time |
Visiting respectfully
The USS Arizona Memorial is both a historic site and the resting place of many sailors and Marines killed on December 7, 1941. Keep voices and photography respectful, follow ranger and Navy instructions, and make room for veterans and families visiting for remembrance.
The story also extends beyond the memorial itself. Give the museum exhibits time, including material on the events leading to the attack and the broader war in the Pacific, rather than treating the boat ride as the only purpose of the visit.
A practical Waikīkī-based morning
For a morning reservation, eat beforehand, travel with only permitted items, arrive about an hour early, visit the museums while waiting, complete the USS Arizona program, then decide whether the group wants another paid Pearl Harbor site or lunch and a slower afternoon elsewhere.
Our seven-day Oʻahu itinerary keeps Pearl Harbor as one main anchor instead of adding another major cross-island attraction that same day.
Accessibility and a boat-program backup
The National Park Service describes the visitor center, essential facilities, Navy vessels, and USS Arizona Memorial as wheelchair accessible. Accessible parking is available, benches are placed around the visitor center, and wheelchair locks are provided on the Navy vessels. Wheelchairs are not available for general rental at the park. Visitors who need ASL interpretation for an independently reserved USS Arizona program should review the current accessibility instructions well before the visit because advance arrangements are required.
The U.S. Navy can suspend, modify, or cancel memorial boat trips because of wind, rain, or operational conditions. If that happens, the visitor center museums, exhibits, remembrance areas, and other separately operated Pearl Harbor Historic Sites may still give the day purpose. Check current operating information before leaving.
Connect the visit to the rest of Oʻahu
Use the seven-day itinerary to keep Pearl Harbor as the main anchor for one day, the transport guide to decide whether this is a driving day, and the budget guide to include parking or transfer costs alongside any paid partner attractions.
Official sources to recheck
Use the NPS USS Arizona program page, current basic information, and Recreation.gov before travel. Weather, Navy operations, preservation work, and special events can affect programs.
